Criticality is the quality, state, or degree of being of the highest importance. The importance or degree of criticality has been proposed to be based on the consequences of failure, i.e. consquences of failure are assigned a criticality factor.

- Litigation
Environmental factors that may need to be considered are
- natural waterways
- parks
- national parks
- recreational grounds
Economic
- business and commercial activities being disrupted
- costs to the community
