						 <p>Balance Tank and Service Reservoir essentially are defined by their different function not to any size or shape.</p> <p>Balance Tank - Is a reservoir in which the water level will vary to faciltiate balancing of water. The balancing of water is required to allow for diurnal variance. Examples: Keep water turning over in the reservior or to allow for continuity of operations at a treatment plant by allowing sufficient balancing volume in the balance tank for operations during low consumption.</p> <p>Service Reservoir - Is a reservoir that maintains a full level of treated water at all times. The water level will only vary over a small range due to pumping control levels. 						 <p>Darron Passlow, one of the more frequent contributors to this site has suggested <a href="http://lgam.wikidot.com/forum/t-212783/visual-assessment-of-assset-condition#post-679352">here</a> and in other forums that a <a href="http://www.lgam.info/visual-library-for-asset-condition-rating">Visual Library for Asset Condition Rating</a> would be a very useful tool for local government. The idea of the library is to build up a collection of photos of assets in various conditions that could be used to develop a series of condition assessment guidelines similar to the <a href="http://www.corowa.nsw.gov.au/news/images/CSC_Condition_Inspection_Booklet_-_Sealed_Roads.pdf">Corowa Shire Council Sealed Roads Condition Inspection Booklet</a>, but for all asset types for which a visual inspection can be used to determine asset condition. Preparing condition inspection guidelines is not a simple task, and a bit of thought will need to go into how the project is set up, BUT taking photos is pretty easy, and there are many other uses for photos of Council assets &amp; activities. The Local Government &amp; Municipal Knowledge Base is all about Councils sharing information &amp; encouraging the creation of an <a href="http://www.lgam.info/australian-municipal-photo-library">Australian Municipal Photo Library</a> is the sort of thing that we as a group should be doing. A new link has been added to the side menu titled "Photo Library". If you download it and right click on it and then click "properties" and then "general" you will see the additional information I have added. 						 <p>A photo library showing standard asset conditions, ranked by condition rating would be a useful addition to this site.<br /> Councils may have standard photos of assets that they use for visual inspection of assets to determine condition rating.<br /> If this is the case, posting these photos in the appropriate place on this site would be a significant contribution.</p> <p>I would like to build a portfolio of these standard pictures/images that could be used across Council boundaries.<br /> This would help standardise how we all talk about condition of assets and then we could move to standard practices for improving/changing the condition.<br /> It may aslo let us tie standard conditions to levels of service (as seen by our communities). 						 <p>This won't mean a lot to most users of the site, especially if you aren't very IT orientated, but developers of the host site Wikidot have made a couple of minor changes to how the "<a href="http://www.wikidot.com/doc:listpages-module">ListPages module</a>" works.</p> <p>Many of the lists on this site are automatically generated using the ListPages module, which is fine and dandy, but usually of no interest to most users, even that select few that make edits to pages.</p> <p>However if you happen to make a change to a page with a list, even if a change that has nothing to do with the list, you might find when the page is recompiled it looks very different. Don't Panic, and please don't be put of editing pages and contributing to the site, nothing too serious has happened.</p> <p>It will get fixed as soon as it is noticed, but if you are keen and proactive you can fix the error yourself. 						 <p>Actually, it has been pretty quiet on the news front lately, but hopefully things will start picking up as people come back from holidays.<br /> The site is now 15 months old. It has 182 members and about 50 people are visiting the site on a typical day.</p> <p>A <a href="http://lgam.wikidot.com/forum/t-211364/feedback">feedback</a> section has just been added to the forum, to try and find out what everyone thinks about the site, how well known it is in Local Government circles, and how it might be able to be improved. 						 <p>The reason this website exists is to enable Australian &amp; New Zealand Councils to more easily share information with each other.<br /> I believe it is self evident that open and free knowledge sharing between Councils is a good thing and that all Councils will benefit greatly by sharing information with each other. I'm pretty proud of this site, and I believe it is one of the best information sharing initiatives around, but as its creator and a major contributor I'm obviously somewhat biased.</p> <p>I have documented a few other public sector knowledge sharing initiatives <a href="http://www.lgam.info/public-sector-knowledge-sharing-initiatives">here</a> and <a href="http://www.lgam.info/mailing-list">here</a>, but I'd really like to get inside the heads of people at other Councils to see what methods of information sharing they favour, and why.</p> <p>In the new year I'm going to go through my e-mail contacts and ask this very question of anyone who will listen. Hopefully I'll get a few new ideas for the site, or maybe even find a whole new way of sharing information. 						 <p>G'Day Darron.</p> <p>I agree with everything you say. It isn't a part of the LGAM Wiki, and it does have its own identity &amp; structure.</p> <p>It is a big, big project, so there is no way I will be able to do it all by myself, but I have been trying to work on it a little bit each night, with a view to getting a framework in place. Once the framework is in place, I will try and develop the Bundaberg wiki as an example of what other communities can do, but it from there on I will be relying on people &amp; community groups in other areas to grow it. 						 <p>OK, so probably a lot of recently retired Council employees, will be out travelling or fishing or just relaxing down the beach, and the last thing on their minds will be their former career, but it has occurred to me that some of the information locked away in their heads could be very valuable to those still employed in Local Government, and I would like to personally invite any former Council employees, who have done enough fishing/travelling/relaxing/playing with their grand kids for a while, to contribute some of their knowledge to this wiki. 						 <p>One of the main objectives of this site is to try and find ways to help Councils help themselves by making it easy for them to collaborate &amp; share information with each other. Another opportunity for collaboration is between Councils and their communities. The <a href="http://australia.wikidot.com">Australian Community Wiki Network</a> has been set up with this in mind. It will be a place for community, sporting &amp; other groups to tell their communities where they are and what they do, and to share information with other similar groups around Australia. It is a work-in-progress at this point in time, with only a dozen or so wikis created so far, but hopefully with time it will become a good resource for Australian communities, and possibly a neutral place where councils can interact and consult with their ratepayers. 						 <p>Bruce<br /> Excuse my basic description here but;<br /> A penstock (specifically) is the pipe or sluice way that allows liquid to flow under gravity. A penstock in a Hydro-Electric Plant is the pipe(s) that bring water from a Dam and deliver it to the hydro-electric turbines that generate electricity. There are Penstock Valves that are used to turn the water off ("isolate the flow").<br /> A knife valve could be a type of Penstock Valve but there are a number of types (Google "Penstock Valve"). I am sure there are knife valves used in other applications that are just "knife valves". I am told we have penstock valves (like a plate that goes into a sewer sluiceway) to stop the flow of sewerage to one of our Sewer Treatment Plants. 						 <p>It appears that originally a Penstock Valve was a rudimentary gate slide in a frame that could be mounted or attached to a penstock to control isolate the flow. Do other people think that a knife gate valve (type) that you would connect to a pipe (maybe also called a penstock) into a sewerage station for example could also be called a Penstock valve (being its use). I know for a fact it's an issue for both <a href="http://www.lgam.info/bundaberg-regional-council">Bundaberg Regional Council</a>, and for some of our neighbours, and I have seen a number of discussion about it on various other forums. 						 <p>Hi Darron,</p> <p>When I first put the membership graph on the front page, I was linking live to <a href="http://www.lgam.info/zoho">zoho</a>, which is what I presumed was causing you trouble. This time around it is a local file so didn't think you or anyone else would have any trouble viewing it. It is a png file, but all browsers should be able to view "png" files without any difficulty - the banner which appears on every page is a "png" file.</p> <p>I have deleted the image of the culvert, and the graphs will move down the page and disappear from the front page automatically as new news items are added. 						 <p>Wayne<br /> I repeat my comment of previously. The home page is now far to busy with too much bumph!<br /> Get rid of the jpg and png which I (and I assume others) cannot see or access. They are just taking up valuable "real estate" on the home page. Most of this should be off somewhere (via a click) and available if required. To me I should be able to view the Home Page (in fact any key page) on one screen with minimal scrolling. Then jump to details, if appropriate. 						 <p>Wikidot provides two main ways of keeping up to date with what's going on with the site with out having to visit.</p> <ol> <li>Watching Pages</li> <li>RSS Feeds</li> </ol> <p>Watching pages is the easiest. All you have to do is click on "Start watching this page" at the bottom right hand corner of the page, and you will be sent an e-mail whenever the page is updated. This is a good option if you are interested in one or two subjects and you want to know when there is a change, but if you start watching everything on the site your inbox could start to clog up very quickly with notification messages so it may not be for everyone.</p> <p>I actually prefer the RSS Feed option in combination with <a href="http://www.google.com/reader">Google Reader</a> &amp; the <a href="http://www.google.com/ig/directory?hl=en&amp;type=gadgets&amp;url=www.google.com/ig/modules/reader.xml">IGoogle Google Reader gadget</a>.</p> <p>It is all a bit tricky to take in, but I think it is worth the effort of at least looking at the Google Reader link above. 						 <p>Hi all, I have been very remiss about not starting an "Introduce Yourself" in the forum until now. I'll start to get the ball rolling.<br /> My name is Wayne Eddy, I am Manager Assets at <a href="http://www.lgam.info/bundaberg-regional-council">Bundaberg Regional Council</a>. I studied Civil Engineering at was then the Swinburne Institute of Technology in Melbourne. I graduated in 1986 and have been working in Local Government ever since. Firstly at the Shire of Rodney (3 years), then at the Shire of Mildura, which was amalgamated into the <a href="http://www.lgam.info/mildura-rural-city-council">Mildura Rural City Council</a> (17 years) and most recently for the City of Bundaberg / <a href="http://www.lgam.info/bundaberg-regional-council">Bundaberg Regional Council</a>. 						 <p>I suspect that more Councils are using the <a href="http://www.lgam.info/australian-business-excellence-framework">Australian Business Excellence Framework</a> as a business improvement system than <a href="http://www.lgam.info/six-sigma">Six Sigma</a>.</p> <p>I started a page called <a href="http://www.lgam.info/problem-solving-techniques">Problem Solving Techniques</a> a while a go, with the intent of either compiling a list of process improvement tools or actually developing an open business improvement system for Local Government.</p> <p>Perhaps I got the title wrong and should have named it "Business Improvement System" or something like that. 						 <p>Our data indicate that 5%-7% of local councils (in Australia) are evaluating Six Sigma. I do not have any examples of successful Six Sigma implementations in LG. 						 <p>Ashish<br /> My apologies but do not get carried away with 6 Sigma in Local Government.<br /> The Xerox article linked in is very much a sales pitch for Xerox and is simply applying Good Management Practice to an age old problem.<br /> Six Sigma was developed by Motorola (for their electronic chip manufacturing so they could move from current technology to next generation technology (in chip/electronics) delivery.<br /> Most local governments are not at 1 sigma (in variability i.e. what 6 sigma is trying to achieve, less variability than 5 sigma).<br /> This is far too complicated a process to generally apply (or to be understood and executed) correctly in Local Government. The other issue with 6 sigma, it applies well where you have good control over your processes (which would be a good starting point for most Councils). I am not saying 6 sigma does not apply BUT I am saying there are a lot of more logical, sensible and cost effective ways to get better results before we need to resort to sophisticated techniques like this.<br /> I will say that the article should have focused more on the "Lean" aspects, which is "getting rid of waste" (removing non-value added steps in a process). Now here is something (a more simple concept) that we could apply in Local Government with more useful outcomes and better results.<br /> However, unfortunately, "lean" is not how most Councils think! Also major changes need to come from top management and there seems to be a lack of knowledge (or interest) in utilising proven management techniques (or is it a fear of change!)</p> <p>This may be a little controversial, so I am happy to take comments on this. 						 <p>Our survey (LG on-line services delivery) will be open for another 2 weeks (while I am processing the results). The demand for e-services and pressures for their efficient delivery are growing. This study aims to provide local councils with comparative data that would enable them to validate and calibrate their e-strategies and practices.</p> <p>Similar studies have been done overseas - for example, in the UK, local councils' websites are ranked annually. On the national level, UN ranks e-government capabilities of about 200 nations every 2 years.</p> <p>If you like to share your perspective, and, in return, leverage a collective experience of our peers, please contact me via my e-mail. This survey is open to Australian and New Zealand local councils, and all participating councils will receive a complimentary copy of a report based on the survey results.</p> <p>The first part of this study captures business perspectives and looks into e-strategies from the point of view of 4 key business objectives – Public Service, Business/Economic Development, Financial Sustainability/ Efficient Operation and Community Engagement. In order to assess financial benefits local councils realise via their on-line service delivery channel we asked local councils to estimate</p> <p>a) total $$ from on-line <strong>public</strong> services (rates, registrations, applications, any other services councils may have )<br /> b) total $$ from <strong>business</strong> services (rates, registrations, applications, tenders and any other services)<br /> c) total cost savings.</p> <p>3% (of the total council revenue) reflects an average for the total revenue derived from on-line services. I am also looking into non-financial benefits. 						 <p>Leila<br /> What I have found after setting up an internal WSC Wiki for discussing Community Engagement (within the Council at this stage) is that even after limited, focussed marketing of the site (to managers and competent staff with the requisite IT skills), the uptake has been minimal.<br /> The main problem is that all staff here have so many reporting obligations and so many different software tools that are mandated for this reporting, that there is very little bandwidth (and particularly no incentive) to repeat information or try a new ("non mandated") mechanism.<br /> Some of us who take the time to understand the power of new technology and the benefits of using it, need to work with others to get them involved. However this will be a slow process. Another suggestion (from US based wiki - that I am a member of) is that mandating the use of new technology is the only way to get it moving. 						 <p>Leila<br /> While I am on your survey, I checked with our Council (Wingecarribee Shire - NSW - Regional/Rural council) and only 3% of payments come into Council via internet payments. This is 3% of the rate payers pay their rates via internet (not a percentage of our total revenues). 						 <p>Leila<br /> The confusion over your results may be the different interpretation of what you are asking.<br /> When I initially read "the revenue attributed to the services delivered on-line", I did not think of receiving rates via the internet.<br /> The internet is only an enabling technology here. An on line service did not deliver the revenue. I think this is stretching the scope.<br /> I think of delivering documents and plans over the internet that are paid for after this "electronic" transaction.<br /> Take out the rates payments (on-line) and certainly our Council would do very little.<br /> There is also electronic application for government grants - again this is the mechanism not the revenue generator!<br /> Again I think you need to make sure you are asking the same questions and providing the same background information in a survey.
