						 <p>Hi, Sammy,</p> <p>I don't think it is common to measure a vehicles useful life in kilometres. The requirement for open government puts additional pressure on local councils to re-evaluate and improve their BI capabilities. However, the deployment and adoption of BI is particularly challenging for local councils as their needs and objectives differ markedly from those of traditional users of BI technologies. 						 <p>Chris, Wayne<br /> I would be careful sharing legal advice through this forum.<br /> There are too many "amateur" lawyers (not trained) reading this site and might be enticed to use some of this "adhoc" advice which could/would be taken out of context (because it is "free").<br /> I think this could lead to some nasty ocurrences where non specific advice could be used in the wrong context with adverse legal implications for the (innocent) user and for this site.</p> <p>Perhaps case studies here might be appropriate BUT NOT advice. 						 <p>According to a recent <a href="http://www.futuregov.asia/articles/2010/jul/28/australias-gcio-talks-tough-futuregov-forum/">article</a>, the <a href="http://www.lgam.info/australian-government-information-management-office">Australian Government Information Management Office</a> (AGIMO) is encouraging government (&amp; presumably local government) people to work collaboratively in externally hosted environments - which is exactly what this site is. 						 <p>Hi Darron,</p> <p>I think you are correct about "we" being better than "I".</p> <p>Whilst I passionately believe that the site is a very good thing for Local Government, I worry about the updates being considered to be SPAM. I thought putting my name and contact details on the e-mails and not hiding behind the site so to speak was the way to go. I agree every 6 months is probably appropriate at this stage.</p> <p>Some comments;<br /> 1 I would not use 1st person in a newsletter like this. e.g.<br /> Instead of "I hope .." use "It is hoped …"<br /> Often "we" (showing more than one) is more inclusive and less personal than "I".<br /> 2 I would suggest all current members be asked to get this newsletter (in appropriate format) to not only their CEO but also their executive team. 						 <p>Wayne,</p> <p>I and others are definately supportive of this idea. But, how to take it further, as IT departments in Councils (I have worked with 3 Council's now) are very reluctant to any changes to their Standard Operating System (SOE).<br /> Most of the Councils' might have similar OS and other utilities (but they want to test everything, if at all they agree to investigate after business cases and lots of arguments). They might not want to adopt from IT departments from other Councils.</p> <p>Just for example, we will be trialing ADAC, there is much resistance from IT than anyone else. This is shared cost model (not free) but, still difficult to take them along. They wanted near risk-free, day to day operations.</p> <p>Hmm…..Not innovative, let alone supportive of any trial of such free tools available. Remember, I had to take approvals to have write access to LGAM.info in first instance.</p> <p>How can we take it further? How can we promote it? 						 <p>When an organisation purchases an expensive software system there is a tendency to try and use the system to do as much as possible - presumably to try and get value for money. It is a natural reaction, but I think it is the wrong thing to do. I believe it is better to use <a href="http://www.lgam.info/open-source-software">Open Source Software</a> to perform as many tasks as possible, and to only use the expensive software system for tasks that no other software can do. 						 <p>Hi Bruce,</p> <p>I guess there are three possibilities:<br /> a) You average the condition score<br /> b) You subdivide the road segment<br /> c) You have business rules that prohibit the resurfacing of part of a road segment.</p> <p>All three options have their pros &amp; cons. In the end, I guess it is a judgement call. 						 <p>Hi Wayne<br /> I agree that the 10 or 11 point system seems to give you more scope and this would be better for most asset classes. I have a question about say a road surface where half the surface has been renewed and the other untouched. It may be condition 8 or 9 under your ten point system while the renewed portion will be 0. What happens to the asset record in the register. Some may suggest an average score but I have been thinking it may be best to leave it at the 8 or 9 it was originally. 						 <p>I have always had a bit of a preference for 10 or 11 point condition scoring systems over 5 point systems. The supporters of 5 point systems rightly point out that it is often difficult to distinguish between adjacent condition scores even in a five point system, but in the case of network assets a 10 or 11 point system has a number of advantages. Whilst chopping up roads into tiny homogeneous sections may have a few advantages, I am a fan of longer sections even if they are somewhat heterogeneous in nature. Given that a road section could conceivably be in a certain condition at one end and a different condition at the other.</p> <p>In the case of a 0, 2, 4, 6, 8, 10 system. 						 <p>We had all our property valued in 2008 including all the major council buildings.<br /> The valuer has used 40 years as the life (2.5% depreciation pa) for carpet floor coverings.<br /> This has been OK for the financial people and the auditors (no questions).<br /> However I think more practically and if you are looking at replacement costs and timing, something shorter may be appropriate.<br /> The length of time that a carpet (floor covering) will last is dependent on a number of factors with the key factor being usage.<br /> So for our valuations I am happy with 40 years but for my asset management plan and maintenance &amp; renewal plans, I suspect something much shorter might be the go. 						 <p>I would like to add a table to the <a href="http://www.lgam.info/floor-coverings">floor coverings</a> page that lists some indicative <a href="http://www.lgam.info/useful-lives">useful lives</a> for a range of floor coverings.<br /> So far the table has one entry - "carpets" with a useful life range of 5 to 40 years. It would be nice to narrow down this range a bit, but for now I thought a few notes on the discussion page might be useful.</p> <ol> <li>The "Commercial Carpet Life Expectancy" article linked to at the bottom of the page mentions that (a) vendors tend to quote carpet lives of 20-40 years and (b) in the real world lives of 6-9 years is more likely and (c) carpets can start to appear quite old and unattractive in just 3 to 5 years.</li> <li>I have had a chat to the Manager Building Projects at BRC &amp; his thoughts are that carpets typically last for 15-20 years.</li> <li>When BRC last had it buildings revalued, the valuers suggested a life of 15 years for carpets.</li> <li>The carpet in my office is 13 years old (photo in main article) and is still in pretty reasonable condition.</li> <li>I know from personal experience that young kids can pretty much destroy a carpet in a very short period of time - glue spills for example aren't very carpet friendly!</li> </ol> <br/>Forum category: <a href="http://www.lgam.info/forum/c-60788">Hidden / Per page discussions</a><br/>Forum thread: <a href="http://www.lgam.info/forum/t-246864/floor-coverings">Floor Coverings</a>

						 <p>Anyone who is a regular visitor to the site will have noted that the right hand side of the site's front page consists of the last three news items added to the forum.</p> <p>The <a href="http://www.lgam.info/news">news</a> items have been a mixture of site updates, event announcements, news of general interest, and that sort of thing. I have tried to make the news items mostly factual, but a bit of personal opinion probably creeps in every now and then.</p> <p>I have thought about adding a blog to the site from time to time, but never quite gotten around to it until now. The Wikidot site developers publish a regular <a href="http://blog.wikidot.com/">blog</a>, and I have found that to be quite interesting, so I thought an "LGAM Blog" might be worth a try.</p> <p>The main reason I set up this site, was to try and encourage Local Councils to share information with each other a bit more freely, and I am going to try and use the blog to further this aim. I am also going to use it to try and fire up discussions about items of interest that aren't really news.</p> <p>Anyway from now on expect a bit of personal opinion here and just the facts below.</p> <p>P.S. 						 <p>Google has just opened up <a href="http://www.lgam.info/google-wave">Google Wave</a> to everyone. When it was originally released to a limited number of people for beta testing everyone was very excited about it, but after about a week or two it was being written off as a dud. I suspect there will be a resurgence in interest in it, now that it has been opened up, and that in a year or two people will be using for all sorts of things. I'm intending to set up public waves for interesting LGAM pages for anyone interested in discussing the content in a neutral forum to do so. I'm also going to try and use Wave to try and hold virtual meetings on Local Government related issues on a regular basis. 						 <p>This is actually fairly old news, but I thought it may be of interest. There are a few terms that you can search for using Google, that will return a LGAM Knowledge Base page as the first hit. "Highlift Pump Station" is one example. Go on - do a Google search on the term and see what happens. Also if you do a search for lgam + any other term, say "LGAM Road" you will get a whole lot of hits on pages from the site. This means you can use Google to search the site with out having to visit it. Backtracking a bit, if you did the search for "Highlift Pump Station" you will notice the page is a bit bare, so if you know a little about the subject, please consider adding to the page. I did a quick calculation and (if the figures I have to work with are correct) Bundaberg Regional Council spent about $1,300/km of rural sealed road maintenance in 2009/2010. 						 <p>I was thinking about how to come with <a href="http://www.lgam.info/unit-rates">unit rates</a> for infrequently used <a href="http://www.lgam.info/box-culvert">Box Culvert</a> sizes recently, and I came up with the idea of plotting a graph of "cost-per-metre" vs "the square root of culvert area" for a range of culverts, and plotting a best fit curve through the points and using the graph to estimate the cost of installing other sized culverts. 						 <p>An Italian inventor has recently sucessfully tested the prototype of a machine that may eventually have a huge impact on a number of Council functions.<br /> The machine is 3D sandstone/marble printer nown as the D-shape. It has the ability to automatically build large monolithic sandstone and marble structures from a CAD drawing. According to the <a href="http://d-shape.com/">D-Shape Website</a> its Civil Engineering applications include: Bridge portions, road portions, tube sections, pillars portions, stone floating, harbor sections, marina furnishing, variable section beams and columns, Water depuration, insulation plates. It is easy to imagine in 10 or 20 years time, that Councils will be receiving applications from people wanting to build dwellings and commercial premises using this technology, and perhaps even Council having a D-Shape truck in their fleet that is used for any number of construction jobs. 						 <p>Balance Tank and Service Reservoir essentially are defined by their different function not to any size or shape.</p> <p>Balance Tank - Is a reservoir in which the water level will vary to faciltiate balancing of water. The balancing of water is required to allow for diurnal variance. Examples: Keep water turning over in the reservior or to allow for continuity of operations at a treatment plant by allowing sufficient balancing volume in the balance tank for operations during low consumption.</p> <p>Service Reservoir - Is a reservoir that maintains a full level of treated water at all times. The water level will only vary over a small range due to pumping control levels.
