I am interested to learn what a range of Councils consider to be a typical life for a Gravel Resheet?
Also, I am of the opinion the a gravel resheet is a renewal and therefore capital in nature, but I have heard that some Councils consider them to be maintenance, so any comments about that would be appreciated too.
In response to your gravel resheet question, at WSC;
Gravel resheet is a capital expenditure and is renewal. It is not maintenance (unless it falls below agreed, approved threshold).
WSC uses varying economic life (typical) based on rural or urban unsealed roads.
WSC uses thicker resheeting for urban than rural and consequently different lives.
Rural unsealed surface - 15 years
Urban unsealed surface (thicker surface) - 20 years.
Also note the very good article from Andrew Wilson at Salisbury (Asset Capitalisation Policy)
A very relevant document (that with Andrew's permission should be posted for all to see).
This covers Maintenance vs Capital (Renewal/Upgrade/New) and appropriate thresholds.
A good lesson for us all.
Well done Andrew.
