Great article and yes this will happen over time (long time I suspect).
Actually it has been happening for quite awhile now as technology improves efficiency and effectiveness (so less people needed). Guess that is life but it takes people a long time to catch on. The key, as always is education (life long learning) which is only taken up, still by an "elite" Minority?
Re local government - it will take longer here because of the fear of change and the drive for "self preservation", particularly at senior levels. You only have to look at the current debate on "amalgamations" in NSW. It needs to happen and can but will it. A small minority of well run councils in NSW are losing their battle to have change.
There are many jobs in local Gov that could be made more efficient and more effective. Take asset management planning and monitoring and setting and control of AM budgets. This could be automated (templated) and run and administered from one central location (run by SMART/AI robots). Look out Asset Managers!
