Is anyone aware of any software or sites that will look at the content of a message and then pass it on to only those persons who have registered or shown an interest in the topic?

I'd really love to be able to frame a question, and then have it sent to only those local government people who are either interested in the topic and or likely to know the answer.

This is typical "Content Management" and there are a number of companies that have sprung up around content filtering and content management, since the web has taken over as a knowledge medium.
It is not an area I have been closely aligned with, so no names jump to mind, except Microsoft has "Content Management" products/partners. Just google "Content Management" or "Content Filtering" I am sure you will get some results.
